Congress sent an ObamaCare repeal bill to the president’s desk for the first time on Wednesday, marking an election-year victory of sorts for Republicans who have tried since 2010 to scrap the law.

The bill repealing most of President Obama's signature health care law was approved in a final 240-181 House vote Wednesday afternoon, after clearing the Senate late last year. The legislation also would strip federal funding for Planned Parenthood.

The measure still faces certain doom at the White House, and Democrats derided the vote Wednesday as pointless. The president is sure to veto, and Republicans do not have the votes to override.

But the political theater marks the opening volley in a fresh ObamaCare fight under the Paul Ryan-led House, and one likely to energize the party’s election-year efforts.

“I fully anticipate the president will veto this, but I mean, how many times have we been saying we want to put bills on his desk that say who we are, what we believe versus what he believes, and that he will veto,” Speaker Ryan, R-Wis., told Fox News Tuesday night before the vote.

The new speaker’s next goal is to engineer and pass a bill – also for the first time – to replace the Affordable Care Act. Doing so could help Republicans respond to Democrats’ allegations that they have no viable alternative.

Ryan is tempering expectations for the GOP in this exercise.

In a recent meeting with reporters, the speaker indicated that the House was practically obligated to pass a health care reform replacement bill. He was confident the House could do so this year but underscored that he didn’t say the president would sign the legislation into law.

But this is still part of Ryan’s effort to contrast Republicans’ plans with the Obama agenda. Democrats have long hectored Republicans for failing to cough up a bill to replace the current health care law even as they try to repeal it. If they at least draft a bill, and even pass it, then the parties can argue over a concrete policy choice.

“We need to win the election, and the best way to win the election is give people a choice,” Ryan told Fox News, speaking generally about the two parties’ platforms.

Republicans have held more than 60 votes so far to repeal all or part of the health care law.

They only cleared this one past the Senate because they used a special set of budget rules known as “reconciliation.” This allowed the measure to pass with a simple majority – typically, Republicans would have needed to muster 60 votes to pass it.

The vote, meanwhile, provided fresh fodder for the Democratic presidential candidates. Hillary Clinton warned in Iowa earlier this week that the vote shows the high stakes at play in the 2016 race. She, too, accused Republicans of offering no alternative.

“They have no plan. The Republicans just want to undo what Democrats have fought for decades and what President Obama got accomplished,” she said.

“Obama wants to impose more gun control,” Abbott tweeted Friday. “My response? COME & TAKE IT.”

The Republican governor’s statement comes amid announcements the Obama administration will act later this month to impose stricter rules on the selling and purchase of firearms.

The president will meet with Attorney General Loretta Lynch Monday to discuss what actions can be taken to circumvent the Second Amendment without congressional authorization, theWashington Post reports.

The new rules will reportedly seek torequire private sellers to conduct background checks, as well as prevent people on the no-fly list from being able to purchase firearms.

Meanwhile, Governor Abbott has made a strong show of support for Texans’ Second Amendment rights.

On Friday a new law came into effect allowing licensed citizens of the Lone Star State to openly carry holstered pistols.

The phrase “come and take it” was emblazoned on a flag flown by Texian forces during the Texas Revolution, chiefly at the battle of Gonzales, where Texian rebels revolted against the Mexican army and challenged them to retrieve a cannon loaned to them for protection.

The Obama administration, in an 11th-hour change, announced significant exemptions for people who recently lost their insurance coverage and are struggling to get a new plan -- drawing immediate criticism from the insurance industry and Republican lawmakers.

Health and Human Services Secretary Kathleen Sebelius confirmed the changes, which include letting those individuals skirt the law's individual mandate, in a letter to senators. She said she would allow people who got cancellations and could not find affordable new coverage to qualify for a "hardship exemption" in order to avoid a penalty next year for not having insurance.
Further, she announced that those individuals will be able to purchase bare-bones plans that until now were available only for people under 30.

The move, though, to allow potentially hundreds of thousands of people to sign up for "catastrophic" coverage plans was criticized by the insurance industry as a shift that would cause "tremendous instability.”

The administration, which made the announcement right before the holiday break and as President Obama prepared to fly to Hawaii for vacation, downplayed the sudden change, saying they expected it to impact fewer than 500,000 people.

Health and Human Services spokeswoman Joanne Peters said, "This is a common sense clarification of the law. For the limited number of consumers whose plans have been cancelled and are seeking coverage, this is one more option."

An insurance industry official told Fox News that while the administration was playing down the significance of the move, it could turn out to be a troublesome last minute change and the industry fears far more than the 500,000 people will apply.

Another industry official, America's Health Insurance Plans spokesman Robert Zirkelbach, said, “This type of last-minute change will cause tremendous instability in the marketplace and lead to further confusion and disruption for consumers."

Democrats praised the steps as a common-sense backup in a difficult situation while Republicans panned the administration action as another patch to an unworkable law.
"Holding a fire sale of cheap insurance is not a responsible fix for a broken program. This is a slap in the face to the thousands of Americans who have already purchased expensive insurance through the ObamaCare exchanges," Sen. Marco Rubio, R-Fla., said in a statement.

House Energy and Commerce Committee Vice Chairman Marsha Blackburn, R-Tenn., described the move as "another major policy shift" from the Obama administration.
"We asked Secretary Sebelius point blank what would be the next holiday surprise, and she was silent. Yet, here we are with another major policy shift. The sad reality is that when the law takes effect come January 1, more Americans will be without coverage under Obamacare than one year ago," Blackburn said in a statement released Thursday evening.
"Less than two weeks from going live, the White House seems to be in full panic mode. Rather than more White House delays, waivers, and exemptions, the administration should provide all Americans relief from its failed law."

On Thursday, the administration estimated at less than 500,000 those who have not yet found other coverage in the wake of seeing their coverage canceled.
Obama was roundly criticized for reneging on a longstanding promise that if you liked your plan, you would be able to keep it under his health care law. The president apologized, and then said insurers could extend those plans for one more year. Most state regulators followed Obama's lead and gave insurance companies the additional latitude, but it's unclear whether the problem has been fully resolved.

Insurers are concerned that healthy customers who potentially would have bought full coverage may now stay out of the market, leaving the companies with a group of patients in worse health overall.
