Obama proposes new military partnership with Russia in Syria

The Obama administration has proposed a new agreement on Syria to the Russian government that would deepen military cooperation between the two countries against some terrorists in exchange for Russia getting the Assad regime to stop bombing U.S.-supported rebels.

The United States transmitted the text of the proposed agreement to the Russian government on Monday after weeks of negotiations and internal Obama administration deliberations, an administration official told me. The crux of the deal is a U.S. promise to join forces with the Russian air force to share targeting and coordinate an expanded bombing campaign against Jabhat al-Nusra, al-Qaeda’s branch in Syria, which is primarily fighting the government of Syrian President Bashar al-Assad

Under the proposal, which was personally approved by President Obama and heavily supported by Secretary of State John F. Kerry, the American and Russian militaries would cooperate at an unprecedented level, something the Russians have sought for a long time.

In exchange, the Russians would agree to pressure the Assad regime to stop bombing certain Syrian rebel groups the United States does not consider terrorists. The United States would not give Russia the exact locations of these groups, under the proposal, but would specify geographic zones that would be safe from the Assad regime’s aerial assaults.

Defense Secretary Ashton B. Carter was opposed to this plan, officials said, but was ultimately compelled to go along with the president’s decision. For many inside and outside the administration who are frustrated with the White House’s decision-making on Syria, the new plan is fatally flawed for several reasons.

“One big flaw is that it’s clear that the Russians have no intent to put heavy pressure on Assad,” said former U.S. ambassador to Syria Robert Ford. “And in those instances when the Russians have put pressure on, they’ve gotten minimal results from the Syrians.”

There’s not enough reliable intelligence to distinguish Jabhat al-Nusra targets from the other rebel groups they often live near, Ford said. And even if the Syrians agreed not to bomb certain zones, there would be no way to stop Jabhat al-Nusra and other groups from moving around to adjust. Moreover, increased bombing of Jabhat al-Nusra would be likely to cause collateral damage including civilian deaths, which would only bolster the group’s local support.

“It makes no sense to me,” said Ford. “If they are trying to destroy al-Qaeda in Syria, do they really think bombing them is the way to do it? F-16s do not solve recruitment problems with extremist groups.”

One administration official complained that the plan contains no consequences for the Russians or the Assad regime if they don’t hold up their end of the bargain. Fifty-one U.S. diplomats signed a dissent letter this month calling on the White House to use targeted military force against the Assad regime as a means of increasing the pressure on Assad and giving the U.S. real leverage.

Kerry has been threatening for months that if Assad doesn’t respect the current cease-fire, known as the “cessation of hostilities,” that there was a “Plan B” of increasing arms to the Syrian rebels. But the White House has now scuttled that plan in favor of the proposed Russia deal, which could actually leave the rebels in a far worse position.

Because most Jabhat al-Nusra fighters are fighting Assad, if the plan succeeds, Assad will be in a much better position. Meanwhile, the other Sunni Arab groups that are left fighting Assad will be in a much weaker position, said Andrew Tabler, senior fellow at the Washington Institute for Near East Policy. The strategy could allow Assad to capture Aleppo, which would be a huge victory for his side in the civil war.

“If the U.S. and Russia open up on Jabhat al-Nusra, that changes the dynamics on the ground in Aleppo and Idlib,” he said. “It would definitely benefit the Assad regime and it could potentially benefit the Kurds and ISIS.”

For Russia, the deal is not just about Syria. Russian President Vladimir Putin sees increased military cooperation as an acknowledgment of Russian importance and a way to gradually unwind Russia’s isolation following the Russian military intervention in Ukraine. That’s why Carter was initially opposed to the plan, officials said.

“The Russians have made it very clear that they want military-to-military cooperation with the U.S., not just to fight terrorism, but to improve their world standing,” said Tabler. “It is a way to be welcomed back into the fold.”

State Department spokesman John Kirby declined to comment on the specifics of the proposal but defended its basic principles.

“We have been clear about Russia’s obligations to ensure regime compliance with the cessation of hostilities. We have also been clear about the danger posed by al-Qaeda in Syria to our own national security,” he said. “We are looking at a number of measures to address both of these issues.”

For the White House, the priority in Syria is not solving the Syrian civil war, which most White House officials believe is intractable, or forcing the ouster of Assad. Senior administration officials admit that Russia and Assad are violating the cease-fire and failing to show the will to advance the political process. But the White House has decided not to go back to the plan of increasing pressure on the Assad regime.

“Analytically speaking, the path of military escalation by one side or the other is not likely to lead to a final outcome in Syria,” one senior administration official told me. “It’s essentially a stalemate.”

The White House wants to keep the cease-fire in place for as long as possible, despite the violations, and wants to keep the political process going, despite the lack of progress.

“We want to keep the violence as low as possible for as long as possible,” the official said. “What we have to look at is, what is the alternative? And the alternative is either the levels of violence that we saw months ago . . . or we could see the violence get even worse.”

CIA Director John Brennan said Wednesday in remarks at the Council on Foreign Relations that Russia is “trying to crush” anti-Assad forces and that Moscow has not lived up to its commitments regarding the cease-fire or the political process in Syria. Nevertheless, Brennan said, the United States needs to work with Russia.

“There’s going to be no way forward on the political front without active Russian cooperation and genuine Russian interest in moving forward,” he said.

If the price of getting Russia on board with the Syrian political process is to further abandon the Syrian rebels and hand Assad large swaths of territory, it’s a bad deal. It’s an even worse deal if Russia takes the U.S. offer and then doesn’t deliver on its corresponding obligations.

The Obama administration is understandably trying to find some creative way to salvage its Syria policy in its final months. But the proposal that Obama offered Putin will have costs for the U.S. position vis-à-vis Russia as well as for the Syrian crisis long after Obama leaves office

Hillary Clinton’s State Dept. shut down an investigation into the mosque Orlando killer Omar Mir Siddique Mateen attended because it “unfairly singled out Muslims.”

The Fort Pierce Islamic Center, where Mateen worshipped several times a week, was under investigation by both the FBI and DHS as early as 2011 for ties to a worldwide Islamic movement known as Tablighi Jamaal which was linked to several terrorist organizations.

But the investigation was shut down under pressure from the Clinton-ran State Dept. and DHS’s Civil Rights and Civil Liberties Office out of fear of offending Muslims, according to recently retired DHS agent Philip Haney.

“The FBI had opened cases twice on him, and yet they found no evidence to charge him; it means they didn’t go through the same basic, analytical process that I went through over a three- or four-hour period in which I was able to link the mosque to my previous cases,” he told WND on Sunday.

In other words, the FBI had limited options at stopping Mateen because it was ordered to back off its investigation into his mosque.

Both Clinton and the Obama administration have a history of enabling Islamic terrorism.

In 2012, Clinton’s State Dept. was backing al-Qaeda in Iraq, which morphed into ISIS, and other Islamic extremist groups as a proxy army to topple Syrian President Bashir al-Assad.

“The Salafist [sic], the Muslim Brotherhood and AQI [al-Qaeda in Iraq] are the major forces driving the insurgency in Syria,” a leaked memo between her State Dept. and the Pentagon stated. “The West, Gulf countries, and Turkey support [this] opposition, while Russia, China and Iran ‘support the [Assad] regime.’”

This secret document confirms that Clinton’s State Dept. – and the Obama administration in general – were directly responsible for the rise of ISIS, which is now targeting the West.

The former head of the Defense Intelligence Agency, Lieutenant General Michael Flynn, confirmed the document’s importance.

“I don’t know that [the Obama administration] turned a blind eye [to ISIS], I think it was a decision; I think it was a willful decision,” he said.

Clinton even admitted some responsibility.

“…The United States had – to be fair – we had helped create the problem we’re now fighting,” she said in an interview with Fox anchor Greta Van Susteren. “When the Soviet Union invaded Afghanistan, we had this brilliant idea we were going to come to Pakistan and create a force on Mujahideen, equip them with Stinger missiles and everything else to go after the Soviets inside Afghanistan.”

“Now you look back [and] the people we’re fighting today, we were supporting in the fight against the Soviets.”

Additionally, on Oct. 1 President Obama authorized a shipment of guns to ISIS-linked militants in Syria – the exact same day he demanded more gun control in response to Umpqua Community College shooting in Ore.

“The approval came at a National Security Council meeting on Thursday,” CNN reported at the time. “…The President also emphasized to his team that the U.S. would continue to support the Syrian opposition as Russia enters the war-torn country.”

But as his administration admitted in the 2012 leaked memo, the “Syrian opposition” is predominantly jihadist militants – just like the Orlando killer.

The State Department admitted 80 Syrian refugees on Tuesday and 225 on Monday, setting a new single-day record, as President Obama surges to try to meet his target of 10,000 approvals this year — sparking renewed fears among security experts who say corners are being cut to meet a political goal.

Officials insisted they’re moving faster because they’re getting better at screening, and say they’re still running all the traps on applicants.

But the new spike in numbers is stunning, with more people accepted on Monday alone than were approved in the entire months of January or February.

“The Obama administration is on full throttle to admit as many people as possible before the time clock runs out on them,” said Jessica Vaughan, policy studies director at the Center for Immigration Studies. “This is the classic scenario when political expediency trumps prudence, and someone slips through who shouldn’t have, and tragedy ensues.”

Powerless to stop the civil war in Syria, Mr. Obama has instead offered the U.S. as a safe haven for those fleeing the conflict, promising to accept 10,000 refugees between Oct. 1 and Sept. 30. As of Tuesday evening, he’d approved 2,540 — an average of about 10 applications a day.

To meet the 10,000 goal, that pace will have to spike to nearly 60 approvals a day.

U.S. Citizenship and Immigration Services, the agency charged with vetting the applications, declined to comment on the surge, referring all questions to the State Department, which gives final approval. Officials there insisted they can meet Mr. Obama’s goal without sacrificing security.

From February to April, the department deployed extra staff to Jordan, where some 12,000 applicants referred by the U.N. were interviewed. The department is also conducting interviews of Syrians in Lebanon and Iraq, and said everything is going according to plan.

“Increases in processing capacity have improved our capacity to meet the 10,000 target for Syrian refugee admissions for this fiscal year. As such, we expect Syrian refugee arrivals to the U.S. to increase steadily throughout the fiscal year,” an agency official said.

The department says refugees undergo the most checks of anyone applying to enter the U.S., and Syrians are getting as much scrutiny as possible.

But pressure to speed up the process is growing. Last week Senate Democrats, led by Sen. Richard J. Durbin of Illinois, fired off a letter saying other countries are approving refugees at a quicker pace, and demanding the administration catch up.

“Refugees are victims, not perpetrators, of terrorism,” the Democrats wrote in their letter.

That’s not always the case, however, as two men who arrived as part of the refugee program were charged with terrorism-related offenses in January.

One of those, Aws Mohammed Younis Al-Jayab, an Iraqi-born man, was living in Syria when he was admitted as a refugee in 2012. The State Department counts him against its Iraqi refugee program, not against the Syrian refugee program.

The Obama administration has repeatedly cited the Iraqi program as evidence that it can safely admit refugees from Syria. But security experts say the U.S., by dint of the long war in Iraq, has access to government databases, and a presence on the ground, to assist in checking out would-be refugees’ stories.

No such access exists in Syria, where the U.S. considers the current regime an enemy and much of the country is occupied by the very terrorist forces from Islamic State that the U.S. is fighting.

Critics say the Obama administration has been too heavily focused on Muslim refugees, while hundreds of thousands of Christians are left behind. The latest statistics show only a dozen Christian refugees from Syria have been accepted so far — a rate of less than half of one percent.

The overwhelming majority — more than 97 percent — are Suni Muslims.

Congressional Republicans have called for a slower approach to admitting refugees, but have been powerless to stop Mr. Obama. Democrats filibustered a proposal to require the chiefs of Homeland Security, intelligence and the FBI to sign off on every refugee’s application.

The House will take another step Wednesday, as the Judiciary Committee votes on legislation requiring USCIS to check the social media profiles of all applicants seeking visas from suspect countries.

States have also tried to block Mr. Obama, renouncing agreements to work with the administration to resettle refugees within their borders. Texas even sued to try to bar resettlement, but a federal court rejected the lawsuit, saying the state didn’t have standing.

16 Feb, 201616 Feb, 2016 Police havearrested a 40-year old man in Scotland over a number of allegedly “offensive” Facebook posts about refugees.
Police in Scotland said that a man had been held under the Communications Act, which bans “grossly offensive” and “menacing” posts on online platforms.
The Facebook posts in question, which were not released to the media, allegedly concerned comments about Syrian refugees from Rothersay, on the Scottish Island of Bute, where several refugee families have settled as part of the UK government’s settlement program.
A spokesman from the the Dunoon police station in Argyll said, “I hope that the arrest of this individual sends a clear message that Police Scotland will not tolerate any form of activity which could incite hatred and provoke offensive comments on social media.
This follows news in late January that police in the Netherlands were visiting the homes of citizens who made posts that were deemed overly-critical of the Dutch government’s policies towards refugees. It also follows Facebook’s announcement that it would work with European governments, particularly Germany, to track and clamp down on hostility towards migrants on the platform.

Two Middle Eastern Refugees Arrested In U.S. On Terror Charges — One from Syria

UPDATE: CNN is already lying about where these refugees came from. Although the Reuters report clearly states that one of the men “came to the United States in 2012 as a refugee from Syria,” the CNN chyron falsely claims both are from Iraq. 

Reuters is reporting that two Middle Eastern men who came to America as refugees were arrested in California and Texas on federal terrorism charges. One of the refugees is charged with aiding ISIS. Most importantly, although time again we have been assured and reassured by the White House and DC Media that the refugee screening process is near-perfect, both refugees are charged with providing false information about their ties to terror groups.

Here’s the kicker: one of the men, 23 year-old Aws Mohammed Younis, is a refugee from Syria who came to America in 2012.

If you recall, after the bloody and brutal terror attack in Paris late last year, Republicans demanded a pause in the Syrian refugee program. At least one the Paris terrorists used the refugee program to get into Europe.

Next year alone, President Obama is eager to re-settle at least 10,000 Syrian refugees here in America, on top of the hundreds of thousands of Middle Eastern refugees he plans to bring in from all over. ISIS has vowed to seed Syrian refugees with terrorists, and the country itself has no database infrastructure to screen anyone and is awash in forged documents.

Nevertheless, for demanding a pause in refugees, Democrats and the DC Media attacked Republicans as bigots. “Meet the Press” spent a full hour comparing the GOP to Nazis. CNN’s Chris Cuomo compared those in favor of the pause to anti-Semites who turned away Jewish refugees fleeing Nazi Germany.

The other man arrested, Omar Faraj Saeed Al-Hardan, is a refugee from Iraq.

As you might expect, in its report of this extremely disturbing news, Reuters and the Obama Administration bend over backwards to reassure us that neither man was “planning acts of terrorism in this country,” as though that’s a distinction with a difference when it comes to providing “material support” to ISIS.

One refugee from Syria, the other from Iraq, both Muslims, both charged with plotting with the very same Islamic savages who rape women, behead everyone, and are determined to kill as many Americans as possible.

And our government allowed them into our country.

And our media smears anyone who opposes that program as Nazis.

The female jihadist responsible for 14 murders in San Bernardino last month made her way into America after lying on her visa application.

And he’s the one the DC Media is calling crazy.
